Sport Bike Bandit nabbed during bank robbery

Biker Bandit robs banks to pay his mortgage, Feds rob taxslaves of $10-million for his incarceration

“Sports Bike Bandit” bank robber apparently foiled in latest caper and arrested

News agencies in the Los Angeles area reported on Friday that a suspect who may be the so-called “Sports Bike Bandit” has been arrested after attempting to rob a bank in Long Beach, California. Given that label by the FBI because he wore motorcycle gear to hide his identity and used a sportbike as a getaway vehicle for his heists, the person has been suspected as being responsible for seven bank robberies over the past 12 months in the Southern California area. He was arrested after security guards and bank customers tackled and disarmed him as he was attempting to rob the Farmers and Merchants Bank at about 10:30 am. Three people, including the suspect, were injured in gunfire that erupted as he was being wrestled to the ground; none were hurt seriously. Local news footage showed police moving the suspect’s getaway vehicle, which appeared to be a second-gen Yamaha R1 with red duct tape and cellophane plastic plastered over all the bodywork in an apparent attempt to hide its actual color.

The FBI had released bank surveillance camera photos of the Sports Bike Bandit a few weeks ago, showing a person wearing a full-face helmet, jacket and gloves. News photos of the aftermath of the latest bank robbery attempt show a helmet that appears to be the same one in the FBI surveillance camera photos sitting on the floor of the bank, leading to news agency assumptions that this is the same person.

No wonder the bank tellers and managers were staring at me as I walked up to my local bank fully clad in motorcycle gear the other day. I’m smart enough not to walk into the bank with my helmet on, however; I took it off before walking in the door, putting them a bit more at ease. I found out later that it’s standard procedure at most banks to prepare to send an alarm if a helmeted person enters a bank. So don’t be a lazy fool and walk into your local bank with your helmet on. Not with yahoos like this guy giving us yet another negative stereotype we don’t need.

'Sport Bike Bandit' photos released by FBI

LONG BEACH (KABC) -- The FBI and Long Beach Police have released surveillance photos as they seek information leading to the arrest of the "Sport Bike Bandit".

Investigators say the bandit, or group of bandits, have been linked to at least seven bank robberies in the past two months. All of the robberies have occurred in Los Angeles County.

Investigators don't know if the bandit is committing the bank robberies alone or with others, however, law enforcement began using title "Sport Bike Bandit" after the unidentified male conducted a takeover-style bank robbery in 2008 wearing a black motorcycle helmet and leather jacket, as well as a colored bandana and black sunglasses.

In recent robberies, the bandit's helmet has been described as having black or orange, shiny tape on it.

The following is a list of banks linked to the Sport Bike Bandit:

7/25/08 Bank of America 6351 East Spring Long Beach
9/12/08 Bank of America 880 East Colorado Pasadena (Attempt)
10/28/08 First Bank 6200 East PCH Long Beach
1/12/09 Union Bank 20 Miraleste Plaza Rancho Palos Verdes
2/17/2009 Bank of America 11262 Los Alamitos Blvd. Los Alamitos
12/15/09 Citibank 2250 N. Bellflower Blvd. Long Beach
1/26/10 Cal National Bank 5767 Pacific Coast Hwy. Long Beach

During the robberies linked to this bandit, witnesses have indicated that a male enters the bank alone and draws one or more weapons, described as either a semi-automatic handgun or a revolver; the bandit has ordered customers and bank employees to the floor in some cases. During one of the robberies, the bandit temporarily took a hostage while waiting for tellers to comply with his demands. The bandit has been described as having fled the bank on a sport-type motorcycle; last described as a red or burgundy sport-bike, possibly a Honda.

Investigators say that during the first robbery in Long Beach on July 25, 2008, a male individual wearing a black motorcycle helmet came into the bank with at least one handgun and committed a takeover-style bank robbery by indicating a robbery was taking place and ordering victims to put their hands on the counter. After taking money from the bank, the robber fled the scene on a sport type motorcycle with California plates that may have contained the letter J.

Investigators say that during the robberies, the bandit wore a leather jacket and leather gloves. The bandit has been described by witnesses as nervous and as having his hand inside a black duffle bag. Witnesses have stated the bandit has no accent, uses profanity and has pointed his weapons at victims.

Witnesses describe the suspect as a male Caucasian or Hispanic between 30 and 40-years-old and five foot five inches to five foot eight inches with a medium build.

Anyone with information about the Sport Bike Bandits should call the Long Beach Police Department or FBI at 1-888-CANT HIDE or 1-888-226-8443.

'Sport Bike Bandit' suspect faces 132 years in prison for F&M, other robberies

LOS ANGELES -- A federal grand jury on Friday returned an indictment charging a 51-year-old Long Beach man, dubbed the "Sport Bike Bandit," for three separate Long Beach bank robberies.

If convicted on the full charge, Robert Gordon Lockwood faces 132 years in federal prison, said Thom Mrozek, a spokesman for the US Attorney's Office.

The eight page indictment charges Robert Gordon Lockwood with the armed robberies of three Long Beach banks: the Citibank, 2250 Bellflower Blvd., on Dec. 15; Cal National Bank, 5757 E. Pacific Coast Highway on Jan. 26, and the March 5 take-over robbery of Farmers and Merchants Bank, 2302 Bellflower Blvd.

Lockwood took $8,057 from Citibank, $3,958 from Cal National Bank and $606 from F&M, according to court documents.

In addition to the counts of armed robbery, Lockwood is also charged with three counts of brandishing a firearm and "assaulting and (putting) in jeopardy the lives of victim" employees and/or customers.

The gun used in the Dec. 15 and Jan. 26 robberies was referred to simply as a "black handgun of unknown model and manufacturer."

In the counts pertaining to the F&M robbery, the indictment states Lockwood carried two guns, "a .45-caliber Springfield Army 1911-A1 semi-automatic handgun ... and a Smith and Wesson .357 magnum revolver."

The indictment also charges Lockwood -- who owns a machine shop in Signal Hill -- fired the revolver during the course of the March 5 robbery.

Lockwood was arrested that day after a Long Beach man, Rich Camp, tackled Lockwood. Camp was then helped by Long Beach resident David Jones to disarm the suspect and hold him there until Long Beach Police arrived.
Lockwood came into the bank threatening to shoot everyone and screaming obscenities, witnesses said.

Lockwood also grabbed a deposit bag from a customer who happened to walk in right after him, then shoved the man to the floor, witnesses said.

Camp said he was pinned against the counter that separates customers from employees and when Lockwood pointed the gun at him and told him he would shoot him before starting to launch over the divider.

Camp jumped on Lockwood's back and Lockwood opened fire, emptying the barrel of the revolver as he shot over his shoulder and between his legs at Camp, according to court documents.

The gunman struck himself, Camp and another customer, described as an elderly woman.

None of them suffered life-threatening injuries, police said. And Lockwood was transferred to federal custody after a couple of days under armed guard at a local hospital, according to police and the FBI.

Camp, who runs his small construction business out of his Long Beach home, has since filed a law suit against the bank, alleging that it was not properly secured -- despite FBI warnings the previous month of the two-year crime spree carried out by the "Sport Bike Bandit."

The suit cites a lack of bullet proof partitions for bank employees and claims there was only one guard working and that he was "socializing in the bank parking lot" when the gunman stormed the business that Friday morning.

At the time of his arrest, Lockwood told a Long Beach police officer he held-up the bank because he was deep in debt and unable to pay the mortgage on the East Long Beach home he shares with his wife, Pamela Lockwood.

If Lockwood is convicted on all counts, he faces a maximum sentence of 75 years for the three robbery counts and an additional charge of 57 years for the use of the gun, Mrozek said.

Because it is a federal offense, he would also have to serve 85 percent of the time received.

Lockwood is scheduled to appear in federal court Monday morning, in Downtown Los Angeles, for arraignment, Mrozek said.

A very Dickensonian Christmas gift from The Dragonater. Nothing like painting FUCK THE POLICE on police vehicles to get Christmas cheer. God bless the Puritans and anarchists, every one. Why England banned guns and self defense, and is now adding fluoride to drinking water. Why guns are still banned in public in Chicago, NY City and District of Criminals. Too bad Amerikans are crooks or cowards. More proof that police exist only to protect the criminals.

IMF Riots by Economic Hitmen of the kosher British Empire

The English Civil War (1642--1651) was a series of armed conflicts and political machinations between Parliamentarians and Royalists. The first (1642--46) and second (1648--49) civil wars pitted the supporters of King Charles I against the supporters of the Long Parliament, while the third war (1649--51) saw fighting between supporters of King Charles II and supporters of the Rump Parliament. The Civil War ended with the Parliamentary victory at the Battle of Worcester on 3 September 1651. The Civil War led to the trial and execution of Charles I, the exile of his son, Charles II, and replacement of English monarchy with first, the Commonwealth of England (1649--53), and then with a Protectorate (1653--59), under Oliver Cromwell's personal rule.

ATTACK by 30 Seconds to Mars : THIS IS WAR

Gerald Celente - Off With Their Heads 2.0 The Trend has Begun!

TrendsJournal.com

We warned it would happen and it happened as we warned. “Off with their heads! Off with their heads!” chanted the angry mob as they attacked the Royal Rolls Royce carrying Prince Charles and his wife Camilla.

“Off With Their Heads 2.0” read the headline of our Autumn Trends Journal (10 October 2010) predicting the outpouring of outrage that would accompany the harsh austerity measures inflicted upon the general public, while governments doled out generous bailouts and rescue packages for bankers and financiers.

“Since the onset of the Greatest Recession, I’ve been informing readers to expect uncontrolled unrest that would roil markets and destabilize governments,” said Gerald Celente, publisher of the Trends Journal. “When people lose everything and they have nothing left to lose, they lose it.”

According to Celente, the spontaneous attack on the Royal couple was the first salvo in what promises to be a long war between the people and the ruling classes. “Anyone questioning the intensity of the people’s seething anger is either out of touch or in denial,” said Celente, noting that this was the worst show of violence directed towards the Royals since the days of Irish/English hostilities.

In this case, the Royals offered a convenient symbolic target for the young protestors, a new generation that has come face-to-face with a future of downward mobility. It wasn’t only that they would have to pay three times the tuition for a degree that no longer guaranteed them a decent job, it was rage against the machine – a rigged system that paved the way for the privileged and punished the prols.

Celente has also predicted that all the Kings and Queens of Commerce – along with Presidents, Prime Ministers, top level bureaucrats and elected officials – will soon be hearing the same chant of “Off with their heads!”

While the public was being punished with austerity measures, the "too big to fail" bankers, hedge fund hustlers and Wall Street high rollers, blamed for creating conditions necessitating austerity by making the biggest, most crooked and worst of financial gambles, were rewarded with a king's ransom:

Wall Street Sees Record Revenue in '09-10 Recovery From Bailout

Dec. 13 (Bloomberg) Wall Street's biggest banks, rebounding after a government bailout, are set to complete their best two years in investment banking and trading, buoyed by 2010 results likely to be the second-highest ever.

This profit surge comes after the five largest investment banks Goldman Sachs, JPMorgan Chase, Bank of America, Citigroup, and Morgan Stanley took a combined $135 billion in TARP money and borrowed billions more from the Federal Reserve's emergency-lending facilities, while also benefiting from low interest rates and the Fed's purchases of fixed-income securities.

Trend Forecast: The media has not connected the dots: a new class warfare has begun. The attack upon the Royals exemplified the pent-up hatred building among a population that can no longer be cajoled into believing sacrifices to further enrich the über-rich are in the best interest of their nation.

At the onset of the Great Recession, many bought the argument that if the biggest banks and businesses were not bailed out, the entire financial system would collapse. Now faced with the irrefutable evidence of record corporate profits, billions in bonuses and bailout windfalls, the people will no longer grin and bear it.

As economic conditions continue to deteriorate in Europe and the U.S., the uprisings will grow larger, more frequent, more organized and more ferocious. In response, government crackdowns will be harsher and more violent. As the New Year unfolds, the stage is set for incendiary acts that will be committed by one side or the other, escalating the conflict into prolonged battles.

Governments will declare that hooligans, anarchists, militants and foreign agents are responsible for the unrest, and the press will swear to it. What will be painted as assaults on capitalism and the free enterprise system could more accurately be described as acts of self defense; a battle between the growing number of "have nots" vs. the "haves" that keep taking even more than they had before.

With a 30-year track record to prove it, no one has a more accurate inside scoop on the crucial trends shaping our future than Trends Journal Publisher, Gerald Celente.

Tennessee traffic fatalities up over 2009 figure

KNOXVILLE (WATE) - Tennessee traffic fatalities this year already have exceeded those of 2009, reversing a three-year trend.

So far in 2010, 1,008 people have died in state wrecks, already more than the 989 killed in all of last year.

THP Crash Data

"We would like to have kept it under 1000 for another year," said Tennessee Highway Patrol Lt. Don Baird.

There were 1,211 fatalities in 2007 and 1,043 in 2008.

"We've had an unusual number of multiple fatalities in single wreck crashes and that adds to your numbers quickly," Lt. Baird said.

Fatal wrecks in rural counties are trending up, and troopers link this to less use of seat belts. The usage rate statewide is around 87% but in rural areas under 80.

Lt. Baird is also urging drivers to be extra cautious. The upcoming holidays translate into more people behind the wheel traveling longer distances and facing more distractions

"There's going to be people on the interstates and highway that are going to be from out of town. They don't know the area. They don't know where the exits are," he said.

One encouraging figure this year is in the Memphis district of the Tennessee Highway Patrol, where traffic fatalities have declined by 26 from 2009.

Traffic fatalities are up 28 in the Chattanooga district and 26 in the Knoxville district, areas that are considered rural outside the cities of Chattanooga and Knoxville.

Trooper, cop injured in I-40 wreck

A Monday morning crash sent two law enforcement officers, including Tennessee Highway Patrol Trooper Fidencio Medina, to a pair of hospitals in Nashville.

The crash occurred shortly after 7 a.m. on Interstate 40 westbound near mile marker 192 in Davidson County.

The preliminary investigation indicates Trooper Medina, who is assigned to Cheatham County, was responding to a non-injury, single-vehicle crash, when a 2004 Chevy Silverado, driven by Anthony Gene Baker Jr., lost control and collided into his patrol car, according to the THP.

The impact pushed the trooper’s car into a Metro Police Department patrol unit, which had arrived on scene to take over the initial property crash investigation.

Standing outside of his vehicle, Trooper Medina was discussing the crash with Metro Officer Cesar Castillo, who had not yet exited his patrol car, when the westbound pickup struck the vehicles, the THP reported.

Medina suffered a broken leg, four broken ribs, as well as a collapsed lung. He was transported to Vanderbilt University Medical Center and was scheduled to undergo surgery Monday afternoon.

Metro officer Cesar Castillo, who is assigned to the West Precinct, was taken to Saint Thomas Hospital for a non-critical back injury.

Baker, 35, of New Johnsonville, was not cited.

BTW there is no such thing as a "LAW ABIDING motorcyclist", nor a law-abiding driver, since all normal safe driving is "illegal" (cops just ignore them pesky Constitutions). Funny how only fascist nations build sportbikes, and engineering in USA is DOA... Too many cops and soldier assassins in WERA, apparently.

R6 Haulin' A$$ on the Gap

Comment by Deputy Gangsta Hatfeild Vs McCoy Spiderman, owner of the Official Yamaha R6 forum and Godfather at Deals Gap, as seen on Speed TV:

This is just some general statements on the whole your a squid if you aren't on the track 24/7 mentality..

We have a big event at Deals Gap every year (this year marks the 10th year). It is one of the most fun weeks you'll ever spend. We also have track events we attend regularly.

The whole mentality of drawing a line between racers and street riders is a weird line sometimes.. You'll have riders that do both (street and track ride) and others that strictly only track ride and call anyone on the street in a jacket a squid. When a self proclaimed fast guy rides on the street to say he has never ridden a wheelie or dropped a knee on the ground is usually bs but either way some of those guys ride the gap daily and after 6 it's usually a ghost town out there and they are responsible for themselves.

For me it's all about the riding itself and promoting the sport as a whole. Is it totally safe no and should it have been done .. Not really but do each of us do crazy stuff on the sport we love... YES

I suggest getting out and riding and not worrying so much about what others are doing as long as your are paying attention while you are riding and being safe. Have fun with the sport. I love the track and wish I could be on it every day but also cannot live without a romp in the mountains after a stressful week of work and if you've never done a tour of the country on a bike you need to.

A bunch of Candy asses over at the Wera Forums!

Go pretend racing on the weekends wishing they could be Mat Mladin!

Usually end up broke chasing dreams.

How does one ever memorize those 13 turns and manage to get a sport bike around a corner as wide as an airport runway.

How does one ever manage the fear of sliding into that nasty pee gravel.

I suppose the guy's who street race the Isle of Man are just another group of squids.

Going through life worrying about dieing trying to minimize risk!

Don't get me wrong, I don't have a death wish or anything but it seems some of us have different DNA.

If you are scared of the dark go buy a night light for Christ sake!

As for me, I'm not spending thousands of dollars a year trying to minimize risk or trying to justify track days to my wife telling her it's so much safer than street riding.

Just ask all of the guy's who have crashed and got injured or even died on the track, they will tell you it's much safer.

Go curl up in the corner in the fetal position and suck your thumbs.

Better yet!

Go dip into your kids college fund to buy that $8,000.00 used set of super bike forks that will make you faster. Only to discover, it did in fact make you faster. by a full .01 of a second!

News flash, It's not the bike!

You should have tried twisting your right wrist a little more.

I'll take my 8ft lane and 4ft of run off roadway lined with trees with a side of 200ft to the bottom with a slice of life. Oh!, and hold the whining.

Man Arrested After Posting 195 MPH Corvette Run On YouTube

The statute of limitations on reckless driving is one year in TN. So a SWAT raid may still be in 'Jared's' future? But a probable cause hearing in general sessions court would have to prove jurisdiction within that one year time limit, or risk being sued for false arrest and malicious prosecution.

Fair to say THP will now use this vid as its training tool for shuttin down the Dragon in 2011. Because driving skill is a crime in USSA.

Is this why Killboy quit ridin bikes?

Why not drive at any speed you want on the Dragon, or any other highway, depending on what your skill and your equipment can handle? History Channel drove 212 mph on the German Autobahn in commuter traffic, at night, in the rain, 100% legal, with a better safety record than 55 on a US interstate.

No stinkin speed limit for aircraft. Freedom...use it or lose it. Everyone who wants a Police State can move to Commie China and get a job working at 20-cents an hour for Walmart.

Okay Me and SliverZZR have been working on a project. I wanted to come out ahead of any rumors that might get started and explain what we are doing. We have created a new website with a forum. I have said that to tell you this. By no means are we trying to replace ETR or compete nor take members from here. I would like to think of it as a second resource. Second to this wonderful site. We want to do a few things different. Like a place for the women riders and regions for quick gatherings, and to get to know people close to you. This doesn't not mean that Dustin nor I are leaving this site to create our own to take over. With the Web Site we would like to try to do alot of things like Fund raisers, Charities, and special events. I deeply hope that our family here on ETR does not take this the wrong way, our intentions are good.

The main difference is ETR is a forum, a great forum. We just wanted to take the idea of a forum and turn it into more of a tool ... to get bikers involved in helping the community and other bikers on a much larger scale. It will eventually become a self sustained giant. Every penny it earns from advertising will be reinvested to further advertise the site and the forum.

Now let the bashing start...

No cussin, no babes, no speedin, no hatin, no polyticks...

Apparently, no bikers are allowed.

POLICE STATE MOD TITLE: "For a good laugh" " False Info" Court says Dragon speed limit is 65 mph

EastTnBikers.com

This week the Blount County general sessions court agreed with the Blount County attorney general and TDOT that the speed limit on the Dragon at Deals Gap is 65 MPH, not the posted alleged limit of 30.

The charge of speeding at 60 MPH was dismissed with prejudice, with costs paid by the State.

Tennessee Dept of Transportation admitted in writing that the mandatory Traffic Engineering Survey Speed Audit had never been done to justify reduction of the 55 MPH speed limit to 30 MPH on the Dragon. TN Code says the default speed limit is 65 MPH. Attorney J Matthew Elrod agrees, the current speed limit on the Dragon is 65 MPH.

Posting a speed limit without a Speed Audit is a violation of TN Code and violation of court order, because reducing a speed limit below the average speed of traffic increases the death rate...which is exactly what happened. A Safety Audit is not a Speed Audit, since there was no measurement of the 85th-Percentile Speed of traffic.

After the TDOT Safety Audit and $1-million in highway improvements, the death rate increased 400% on the Dragon, despite over 500,000 tourists boycotting the Police State of TN in Blount County, where THP increased biker tickets 11,400%, while almost every other county got a 30% reduction.

Video of the THP traffic stop - Trooper admits his speed trap is illegal for Northbound traffic at Mile Marker 0.5, since he admits that is Federal jurisdiction. The trooper also appears to not have his radar turned on, proving perjury in court. He had so many motorcycles pulled over at one time, that riders had to take a number and wait in line to get their ticket.

Sgt Huckeby's entire personnel file was obtained under the Tennesee Open Records Act, which revealed not only that he's the #1 ticket writer in TN, but that he's paid over $100,000 salary. All troopers get an annual review, which requires them to testify under penalty of perjury to "never violate traffic laws". Video in the court case proved that Sgt Huckeby illegally breaks the posted speed limit at all times when driving on the Dragon. Cops only get immunity to traffic laws when using emergency lights and siren.

Also obtained under the TN Open Records Act is the 2007 TDOT Safety Audit Review, which banned all commercial businesses on the Dragon, and THP's Stalker radar operator manual admitting that radar does not work.

"The Tennessee Highway Patrol (THP) has decided to take action in eliminating commercial activity along state right-of-way in the project area. This enforcement is intended to disallow persons from taking photographs of vehicles and motorcyclists with the intent of selling the photographs at a later date. The THP contends this activity is a hazard o public safety. It is recommended that signs be placed at the entrance of each end of the route advising this policy."
-Tennessee Department of Transportation, ROAD SAFETY AUDIT REVIEW, STATE ROUTE 115 (U.S. 129), BLOUNT COUNTY, 25 July 2007

Bottom line, most (if not all) traffic tickets on the Dragon can result in cops being arrested for felony Official Oppression under TN Code, and sued in civil court for false arrest and malicious prosecution.

"Do you have a copy of the court case stating that. as I see it if what you say is true then you should be saying that the speed limit would be 55mph not 65mph?? I really wouldn't like someone to mislead my members into thinking they can run the hill at 55 or 65 now. when thats not the case?? Because if what you say is true then they are replacing the limit signs right?"

"This is the rather troubled gent from Pirate News who has a field day creating information and supporting it by creating links on his own websites. Also known to throw out random other accounts for 'supporting people'. On any given day half his relatives are judges in Blount and Knox county who are fighting the very laws they supposedly enforce, etc. So far I have never been able to find one thing that substantiates anything he has stated. Given a choice between this guy and the Houston brothers as my defense attorneys I'd take the Houston's. At least they are consistent! Of course, you can prove anything when you make up the data... Twenty-Five Ways To Suppress Truth: The Rules of Disinformation

Includes The 8 Traits of A Disinformationalist

by H. Michael Sweeney
www.MKZine.com
Spring/Summer 2003

5. Sidetrack opponents with name calling and ridicule. This is also known as the primary 'attack the messenger' ploy, though other methods qualify as variants of that approach. Associate opponents with unpopular titles such as 'kooks', 'right-wing', 'liberal', 'left-wing', 'terrorists', 'conspiracy buffs', 'radicals', 'militia', 'racists', 'religious fanatics', 'sexual deviates', and so forth. This makes others shrink from support out of fear of gaining the same label, and you avoid dealing with issues.

6. Hit and Run. In any public forum, make a brief attack of your opponent or the opponent position and then scamper off before an answer can be fielded, or simply ignore any answer. This works extremely well in Internet and letters-to-the-editor environments where a steady stream of new identities can be called upon without having to explain criticism, reasoning -- simply make an accusation or other attack, never discussing issues, and never answering any subsequent response, for that would dignify the opponent's viewpoint.

9. Play Dumb. No matter what evidence or logical argument is offered, avoid discussing issues except with denials they have any credibility, make any sense, provide any proof, contain or make a point, have logic, or support a conclusion. Mix well for maximum effect.

17. Change the subject. Usually in connection with one of the other ploys listed here, find a way to side-track the discussion with abrasive or controversial comments in hopes of turning attention to a new, more manageable topic. This works especially well with companions who can 'argue' with you over the new topic and polarize the discussion arena in order to avoid discussing more key issues.

18. Emotionalize, Antagonize, and Goad Opponents. If you can't do anything else, chide and taunt your opponents and draw them into emotional responses which will tend to make them look foolish and overly motivated, and generally render their material somewhat less coherent. Not only will you avoid discussing the issues in the first instance, but even if their emotional response addresses the issue, you can further avoid the issues by then focusing on how 'sensitive they are to criticism.'

Military report: secretly recruit or hire trolls, er, bloggers. Noah Shachtman at Danger Room finds a 2006 report written for U.S. Special Operations Command that suggests ways the military should deal with the blogosphere. One suggestion is for the military to hire bloggers to “pass the U.S. message“: Information strategists can consider clandestinely recruiting or hiring prominent bloggers or other persons of prominence…to pass the U.S. message. … On the other hand, such operations can have a blowback effect, as witnessed by the public reaction following revelations that the U.S. military had paid journalists to publish stories in the Iraqi press under their own names. People do not like to be deceived, and the price of being exposed is lost credibility and trust. An alternative strategy is to “make” a blog and blogger. The process of boosting the blog to a position of influence could take some time, however, and depending on the person running the blog, may impose a significant educational burden, in terms of cultural and linguistic training before the blog could be put online to any useful effect. Still, there are people in the military today who like to blog.

"Information strategists can consider clandestinely recruiting or hiring prominent bloggers or other persons of prominence… to pass the U.S. message. In this way, the U.S. can overleap the entrenched inequalities and make use of preexisting intellectual and social capital. Sometimes numbers can be effective; hiring a block of bloggers to verbally attack a specific person or promote a specific message may be worth considering. Hacking the site and subtly changing the messages and data—merely a few words or phrases—may be sufficient to begin destroying the blogger’s credibility with the audience."

East Tennessee legislators look to curb camera fines

Similar bill in ’10 cleared House, died in Senate

By Tom Humphrey
Knoxville News Sentinel
January 23, 2011

NASHVILLE – As part of a renewed campaign by some legislators to curb what they see as unwarranted ticketing with traffic cameras, Knoxville lawmakers are proposing a repeal of the state law requiring a “full and complete stop” at red lights.

Rep. Ryan Haynes, R-Knoxville, proposed House Bill 64, which would allow motorists to ease through a red light without stopping, as long as they yield the right of way to any cross traffic or pedestrians and do not otherwise “endanger other traffic.” It would apply statewide.

Sen. Stacey Campfield, R-Knoxville, has introduced a similar bill that would apply only in Knox County, though he says he would welcome amendments to Senate Bill 54 from other legislators who want to allow their counties in the roll-through red lights legislation.

Rep. John Ragan, R-Oak Ridge, has taken another approach, filing House Bill 33, which requires that 95 percent of revenue produced by traffic camera tickets be earmarked “solely for educational needs.” Currently, local governments can use ticket money for anything they want, notably including operation of the cameras.

Law enforcement officials say the current system is working well and enhancing public safety. Although some minor changes in the law may be in order, officials say, the new proposals could cause confusion and perhaps lead to more traffic accidents.

The East Tennessee Republicans’ bills are apparently leading a new major effort to place restrictions on the cameras. Last year, the House spent months debating the issue and ultimately approved a bill placing an array of new restrictions on use of traffic cameras.

But the Senate Transportation Committee killed all traffic camera measures, with Chairman Jim Tracy, R-Shelbyville, saying panel members wanted to study the matter further with an eye toward action in 2011.

Campfield said traffic cameras are “the sleeper issue of the year,” with growing sentiment among legislators for new restrictions because of constituent discontent with the status quo.

While supportive of Haynes’ bill, Campfield said he believes the chance of passing a bill applying only to Knox County is better. As a representative last year, Campfield drafted an amendment to a bill that reached the House floor that would have allowed rolling through red lights in Knox County. He said all Knox representatives favored the amendment, which wound up failing along with other House proposals.

“I am passionate about this issue,” said Haynes. “There are people receiving tickets when they are not a threat to the public safety at all. … I don’t want to advocate for anybody breaking the law. I am advocating for a change in the law.”

Haynes said he believes that “the overwhelming majority” of citations issued at red-light cameras are for rolling through red lights in a manner that causes no problem as a safety matter. That opinion, he said, is based on some reports on red-light cameras operated by the city of Farragut.

Knoxville Police Department Capt. Gordon Catlett, who oversees Knoxville’s red-light camera program, says Knoxville data are not broken down by number of citations issued to motorists making a right turn, making a left turn or going straight – much less broken down by those who roll through.

But Catlett sees multiple problems with changing the law to allow rolling through a red light.

“What’s your definition of rolling?” he said, contending that the bill does not answer that question and, if enacted, could cause confusion among motorists and lead to more collisions.

State law also currently allows a left turn on red in some situations, he said; if the law applies to right turns, why not left turns or stop signs?

Catlett said Knoxville police already screen videos of motorists to eliminate questionable violations. In 2009, the last year for which statistics are available, he said 38 percent of apparent violations caught by Knoxville cameras – or 51,572 – were rejected by reviewing officers who use “the strictest interpretation” of what is an actual violation.

Maggi McLean Duncan, executive director of the Tennessee Association of Chiefs of Police, was active in lobbying last session against bills on traffic cameras that police chiefs consider overly restrictive. She said the association’s board will meet next month to decide a position on specific bills for this year.

But Duncan said Ragan’s bill to divert 95 percent of camera revenue to education would effectively eliminate the cameras, because a sizable portion of the money is needed to cover costs of operation. Catlett said the current system has law violators paying the cost while the bill could divert the expense to “law-abiding taxpayers.”

Ragan, beginning his first term as a lawmaker, said his attention to the issue is motivated by constituent concerns, including a belief that the cameras are an infringement on constitutional rights and are not appropriately balanced toward the enhancement of public safety.

His bill does not explicitly address that balance, but does assure that safety is its focus rather than using the devices as a means of government profiting through a “selective tax.”

“If they’re going to generate revenue, it ought to be going to a worthy cause,” he said.

While law enforcement took the lead in supporting traffic cameras last year, joined by city governments, the companies making and operating the cameras also retained lobbyists last year – including LaserCraft Inc., which holds the contract for Knoxville’s cameras.

“Some of these people are going to fight this tooth and nail because they know, once we take care of this right-turn-on-red issue, their revenue is going to drop off significantly,” Haynes said.

Haynes has filed three other bills related to traffic cameras, saying his priority is on the right-turn measure. The others would prohibit use of traffic cameras to catch speeders, allow ticketed motorists to pay either in person or by mail, and require that a commissioned police officer – not just a department employee – review videos to decide whether a citation is appropriate.

THP'S STALKER RADAR OPERATOR MANUAL CONFESSED THAT RADAR CANNOT MEASURE THE SPEED OF VEHICLES WITHIN 18 MPH OF ACTUAL SPEED. WATCH THIS SPACE FOR FULL EVIDENCE FILE. UPDATE 7 MARCH 2011

The Dragonater has used this tactic to win a stop sign case in Blount County general sessions court, by using the cop's own in-car video of the traffic stop. Seems that during the 30 seconds of "high speed chase", the deputy perped 5 traffic crimes, including running a stop sign, all without the mandatory emergency lights and siren on.

Selective enforcement violates equal protection under the US Constitution and Tennessee Constitution, that require when one group of people (cops) is granted a right or immunity, then everyone else gets the same right or immunity. Either the judge must arrest the cop, or must dismiss charges against the driver. That's THE LAW.

The best way to use this defense is to stay at the site of the traffic stop, turn on a videocam and follow the cop. That way you know it's the same cop. Bonus points for clearly seeing the cop's face and license plate, with audio of the cop's voice.

ALWAYS make an audio recording of every conversation with a cop, especially during ALL traffic stops. A digital audio recorder has an 8-hour recording time, no cassette tapes to buy, and can be downloaded to a computer to make a CD for use in court.

Video of officers helps man beat DUI charges

By Todd Ruger
December 16, 2010

SARASOTA COUNTY, FLA. - Defense attorney Tom Hudson saw the video of a DUI stop and figured it was finally time to turn the tables on law enforcement and film them driving.

The stunt helped a Sarasota man beat a DUI charge.

A dash-cam from the squad car showed Ronald Deveau’s car gently drifting to the left side of his lane and back to the middle twice. Deveau’s car never leaves the lane, over-corrects the steering, speeds, or gives any other indication of impaired driving.

Despite that, the deputy saw enough drifting in those 30 seconds to stop Deveau’s car on suspicion of drunk driving. Hudson saw a normal driver, and the latest example of overzealous traffic enforcement in the name of safe roads.

“Everybody weaves in their lane, even the police,” Hudson said.

So Hudson hired a private investigator to document the driving of the drivers most presume are sober — on-duty law enforcement officers. The video shows them making the same driving mistakes that officers cite as reasons for stopping drivers on suspicion of drunken driving: making wide turns, crossing double yellow lines and riding on lane markers.

Hudson took the video to court Wednesday and played a four-minute clip for County Judge David Denkin.

Hudson admits it was a bit of a stunt. But he wanted to drive home the point that imperfect driving is not enough reason to pull someone over.

“There’s not a person driving on this road that the police couldn’t pull over, and I think that’s too much discretion to give police officers,” Hudson said. “A lot of judges have a tendency to say, if the cop says its good enough then it’s good enough.”

Prosecutors argued that the deputy’s training allowed him to recognize Deveau’s driving as suspicious enough to warrant a stop, and that the video of officers’ driving is irrelevant to the case.

Denkin watched both videos and disagreed with prosecutors, saying he could not see a valid legal basis for the stop since the drifting was the only clue that Deveau might be impaired.

The judge threw out all the evidence in the DUI case, saying a deputy needs more than just a “hunch” someone is drunk to stop their car.

Without the stop, prosecutors will have to drop the case. It is unclear whether the video and argument could help other DUI defendants, but other attorneys have expressed interest in trying it in their cases.

Deveau, 44, was in the right lane going east on Bee Ridge Road at Maceachen Boulevard when Deputy Mike Feltovic turned on his dash cam. It was about 2 a.m. on July 3, and Deveau had just left Siesta Key.

The two times Deveau moved to the left of the lane his car was approaching a side street and the entrance to a McDonalds. During the stop, Deveau reportedly told deputies he had been on Siesta Key and drank a pitcher of beer.

Deveau refused to take an alcohol breath-test, but deputies say he did not perform well on the roadside sobriety tests and arrested him.

Hudson argued his client was only showing good defensive driving skills, being cautious of other drivers who may come out from those side streets.

The investigator who created the video of officers, Nancy Smith, told the judge that it was more difficult than she expected to get video, since officers often exceeded the speed limit or sat idle for long periods of time.

Assistant State Attorney Michael Dear tried to save his case. He pointed out to Smith that she did not know the condition of the officer driving the squad car on her video, who could have been ill, tired, distracted or even drunk.

“For all you know, he could have been three sheets to the wind,” Dear said.

“I hope he wasn’t,” Smith said.

60 firemen arrested for arson in Georgia

Firefighter Marvin Chase arrested for more than 30 arsons at $22 per paycheck, without pre-approval from the Fire Chief

Video: LaFayette Volunteer Firefighter Charged with Arson

NewsChannel9.com
December 15, 2010

LaFayette, GA police believe they have solved a series of arson fires of vacant houses with the arrest of a volunteer firefighter.

Public Safety Director Tommy Freeman says 32-year-old Marvin Calvin Chase was charged with one count of arson so far but more than twenty charges are pending.

LaFayette Police Department Detective Stacy Meeks, who has been investigating the arsons for months, says Chase was a suspect for awhile. Police brought him in for questioning yesterday, after receiving a tip. During the questioning, police tell us Chase calmly admitted to burning down thirty vacant homes over the past five years- all during the time he held the title as one of the city's volunteer firefighters. In fact, Meeks says Chase began his arson spree within months of becoming a volunteer firefighter.

Police say Chase would start fires, drive back to his home, then respond to fight the flames. Often times, he was the first to respond. Meeks says there were a couple reasons why Chase started the fires. "The volunteers get paid so much money per structure fire that they respond to on duty. So he was reaping financial benefit from it," explains Meeks. "And he was getting a thrill out of it.

Oddly enough, it's a reason quite common for firefighters. The Georgia State Fire Marshal's Office reports that over the past five years more than sixty firefighters have committed arson statewide.

Clinical Psychologist, Dr. Tim Sizemore tells us when it comes to pyromania, arson and firefighting can come hand in hand. "They may spend time at the local fire department, set fires to be affiliated with the fire or even become firefighters," Dr. Sizemore explains. "If you're interested in one thing, you want to be around it, whatever it takes."

No one was seriously injured in the flames allegedly caused by Chase, but there was significant loss for Monnie Loveless. Police say her home was burnt down by an arsonist in October and now officials are saying it's highly likely Chase was the one who did it. "Really, I just can't tell you what that house meant," explains Loveless. "I lost a part of history, not just material things."

Chase is also an employee of the City of LaFayette with the wastewater division. Police say the investigation into Chase's alleged arson attempts will be lengthy.

Volunteer Lafayette firefighter is a suspected serial arsonist

A Lafayette volunteer firefighter is in jail Wednesday accused of starting the fires he fought so hard to put out.

Mr. Marvin Chase, 32, is charged with one count of first-degree arson and may have set about 20 more in the past three years, said Mr. Sammy Freeman, director of the city’s Department of Public Safety.

Mr. Chase, a husband and father, has been a volunteer firefighter with the city’s fire department since 2005, the director said.

Investigators said someone used gasoline and any combustible material found lying around inside to set fire to numerous vacant homes.

More than 90 percent of the homes were totally destroyed, and police are still tallying the cost of the damages.

An arson investigator with the state Fire marshal’s office and Lafayette police’s search for the serial arsonist remained cold until about four months ago when a witness came forward.

Officers questioned Mr. Chase on Tuesday in connection with that arson and then charged him, Chief Freeman said.

“It was kind of a surprise, but we are glad we found out who was doing it and arrested him,” Mr. Freeman said. “There are 20 plus arsons that he admitted to starting in the city of Lafayette.”

Mr. Chase would start the fires, wait until the call came in and joined the other firefighters in battling the blaze, Mr. Freeman said. Two firefighters suffered minor injuries while fighting the fires, the chief said.

“He gets paid $22 for each structure fire that he helped to fight,” Mr. Freeman said. “That might have been part of the motivation, but that as yet to be determined.”

Dragonater Note: Fire Depts were first invented by the Mafia in Italy..."paya da tax or we a burn a yo house down". Kosher Roman Emperer Nero burned Rome then fed the Christian patsies to the lions.

This time-honored tradition continues today on the Dragon, by a sheriff with a long history of suspected arson...

"I’ll burn your house down, set your dog on fire and there won’t be a member of your family left, do you understand me? I won’t hire it done, I will do it myself! Do you understand me?”
-Blount County sheriff James Berrong, United States Court of Appeals, Sixth Circuit, Nuchols v. Berrong, No. 04-5645, July 11, 2005

Does this explain the recent fires -- and explosive demolitions -- on the Dragon?

The Dragonater has personally been threatened with arrest by a supervisor with the Knoxville Fire Dept -- "I have a jail cell with your name on it if you keep using that word arson! We know the cause of the fire. It was an accident by a contractor." This was 8 hours before the towering inferno was extinguished in downtown Kville, 3 blocks from the fire station. Never mind my photographs of the arsonist with a diabolical grin holding a flame in his hand setting the fire. Never mind the billion-dollar govt contractor burning down its HQ 6 months later, to get a free new HQ. Have you ever run inside a towing inferno? The Dragonater has...

Perhaps this is why NY City firefighters have refused to complain about Uncle Scam genociding over 350 firemen by explosive controlled demolition on 9/11/2001? Professional courtesy, or RESPECT?
